1 to 1 scale might work as a novelty/personal take, as pointed out it would be different to the usual 'grand scale rules' out there.

Whilst I would love to buy a few packs of FoW stands and build a couple of small armies up in 15mm I cannot really afford it at the moment, I've just spent more than I can afford on regular FoW!
