rules about combat

I am a knowledgeable player when it comes to FOW but for NFOW I see there is a matter that I wanted to bring up regarding combat

for example why do you base the skill of your target if you determine if you hit because the tactics and maneuver of the armies at this time was the opposite then what it was in WW2.

they rarely used terrain as they did in WW2 for cover
